Tuloso-Midway is northwest Corpus Christi, a community built around its school district (Tuloso-Midway ISD, about 3,600 students) and defined, on its industrial edge, by one of the densest concentrations of petrochemical infrastructure in Texas. The Valero Bill Greehey Refineries sit at 5900 Up River Rd along the Corpus Christi Ship Channel. CITGO's Corpus Christi Refinery covers 890 acres with seven ship channel docks and about 167,000 barrels-per-day capacity. Flint Hills Resources West Refinery, originally acquired by Koch Industries in 1981, operates at roughly 300,000 barrels per day in the Inner Harbor corridor. LyondellBasell's Corpus Christi ethylene and propylene complex is at 1501 McKinzie Rd, ZIP 78410, right in the Tuloso-Midway area. That concentration of industrial operations means commercial traffic on Up River Road and I-37's frontage road runs 24 hours a day, seven days a week. Refineries don't shut down at night, shift changes happen at 6 AM, 2 PM, and 10 PM, pushing hundreds of personal vehicles and contractor trucks onto FM 624 and Up River Road in tight windows. The Valero West plant has an eight-bay truck rack for local product distribution, so tanker trucks are loading and pulling out at all hours. When a truck has a problem on the I-37 access road near Up River, or a contractor's vehicle breaks down heading to a CITGO turnaround at 2 AM, that's a real call and it needs a real response. I-37 runs along the southern and western edge of this corridor, the same highway that carries all Corpus Christi port traffic toward San Antonio. The I-37 and US-77 interchange at the Calallen area is one of the more complex interchanges in the metro, with traffic splitting north and south at high speed. Merge and diverge conflicts at that interchange generate crashes and breakdowns, and the residential side of Tuloso-Midway on FM 624/Northwest Blvd adds routine lockout and battery calls from the suburban population living between the refinery zone and the neighborhoods.
